I'm going to try to cover as much as I can without making this too long.
Let's start with composition: I really love how you put this piece together. The way you have her posed and the light filtering through at the top corner really keeps the eye moving towards the subject in a pleasing manner.
Now for the subject: I am digging her outfit, the colors work well with her color scheme. Although I must say I feel the way her outfit clings to her midsection is a bit...odd. It seems a bit too clingy the way it shows lines on her bellybutton-ish area. granted, this could be a much clingier fabric than what I am imagining, but just the way the rest of it drapes and the way you have the top of it forming around her suggests it's not quite so clingy in the top half of the dress. I feel her proportions are much better than in your previous pony anthro of Aurora. While that was also a really excellent piece, the extension below her ankles always seemed a bit long to me. Here it seems to make more sense and doesn't seem too long. Perhaps it's the feathering and the cloven hooves contrasting with her overall color etc., but I feel this is better proportioned in comparison.
I'm not sure what else to go over with this. Your overall color scheme is well-coordinated, the lighting you've done is excellent and makes sense. No weird light sources anywhere that I can see. Your technique seems to be good (not as easy to comment on digital artwork vs. traditional for that). So yeah, overall excellent piece. Keep it up c:
I plan to do a proper critique of this later, but for now I'll just say this is gorgeous and I think it turned out much better than your previous attempt at pony-anthro with Aurora. (not to say that one wasn't fantastic in its own right) Wonderful piece overall~ c:

That looks really good! I like anthros and I like her design. And it is probably better, you left her cutiemark out, would probably have been a bit cluttered then.
